Establishment and Operation of Sunday Bazar in Green Belt Sector G 12 and G 13 Islamabad

The Federal Government Employees Housing Authority (FGEHA) invites sealed technical and financial proposals for the establishment and operation of a Sunday Bazar located in the Green Belt Sector G 12 and G 13, Islamabad. This project involves the design, construction, operation, maintenance, and management of a Sunday Bazar comprising 150 stalls. The site area is approximately 10.74 kanal for the bazar and 7.16 kanal for parking and support facilities, subject to verification and FGEHA directions. Items being procured: - Design, construction, installation, testing, commissioning, operation, maintenance, and management of 150 safe and functional stalls - Circulation aisles, controlled entry and exit - Drainage, water supply, electricity, sanitation, waste management, lighting - Security, fire safety, first aid, signage, management office, public announcement system - CCTV coverage with recording retained for at least 30 days - Parking and support facilities as approved by FGEHA The successful bidder will independently allocate individual stalls, collect charges from stall occupants, and pay a total monthly rent to FGEHA. The minimum total monthly rent benchmark is PKR 1,200,000, calculated at PKR 8,000 per stall. The contract term is ten years, extendable by five years subject to satisfactory performance. The construction period is six months from contract signing. Eligibility criteria include relevant experience in operation or management of bazaars or similar commercial facilities, PEC category as applicable, NTN/STRN registration, and submission of bid security of PKR 1,000,000. The successful bidder must submit a performance security of PKR 3,000,000 before contract signing. Bid submission follows the Single Stage Two Envelope Procedure under Rule 36(a) of PPRA Rules 2004, with mandatory electronic submission on EPADS and physical submission of original bid security and sealed proposals at the office of the Director Revenue, FGEHA, G 10/4 Islamabad. Technical proposals will be opened first, followed by financial proposals of technically qualified bidders. The bidder must comply with all applicable laws, safety codes, environmental requirements, and FGEHA instructions. The site shall be used only for the approved Sunday Bazar and ancillary facilities. The successful bidder is allowed to operate the bazar for a maximum of three days per week. One practical tip for bidders: Ensure your technical proposal strictly excludes any financial figures to avoid disqualification, and carefully prepare your stall allotment and record-keeping plans for FGEHA approval to demonstrate operational readiness and compliance.
