Establishment of Technical Laboratory in Balochistan under PSDP No. 1789 Z2026.0111

The Energy Department Balochistan invites electronic bids from eligible bidders for the establishment of a Technical Laboratory in Balochistan under PSDP No. 1789 Z2026.0111. This procurement is based on composite schedule rates for the year 2026 with a tender fee and a bid security of 2%. Items being procured: - Establishment of Technical Laboratory in Balochistan The project involves specialized works related to Solar PV Systems, Solar DC Systems, Hybrid/Off-Grid/On-Grid Solar Systems, and Solar Street Lights. The scope requires compliance with ISO Certification 9001:2015 and ISO 45001:2018 standards. Joint Venture firms must provide a JV agreement on stamp paper duly attested, along with joint bank account details, NTN, STRN/GST, and Balochistan Revenue Authority registration. The bidder must submit a service level agreement for 24 months post-completion, with all service costs included in the contract price. Eligibility criteria include presence in the Active Taxpayer List, no blacklisting by any procuring agency of Pakistan, active Balochistan Revenue Authority registration, and registration with Pakistan Engineering Council (PEC) Category C-3 or above (up to 500 million). The bidder must demonstrate a turnover of at least PKR 338,660,000 in the last three years and successful completion of at least three projects in the government sector involving solar systems in the last five years.
