Tender Description
The Directorate of Works and Implementation under the Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa, invites bids for the establishment of youth development facilities and sports clubs in various locations including Parachinar, Dera Ismail Khan, and Peshawar. The projects include the establishment of Jawan Markaz at Parachinar, a Female Gymnasium and Fitness Club near Baisakhi Football Ground in D.I. Khan, and a Horse-Riding Club at Peshawar and D.I. Khan. These works are part of the ADP 2025-2026 and are governed by the MRS-2025 specifications.
The technical scope covers construction and establishment of sports and youth facilities including gymnasiums, fitness clubs, and riding clubs. The sites are located in tribal district Kurram, D.I. Khan, and Peshawar. The projects require specialized construction work adhering to the approved technical standards and specifications. Bidders must have relevant PEC registration in categories C3 and C4 as applicable, along with experience in similar projects. Firms must be registered with FBR and KPRA and be on the Active Taxpayer List (ATL).
The bid security is set at 2% of the engineer's estimate and must be submitted along with the technical and financial bids through the E-Pak Acquisition and Disposal System (E-PADS) portal. The hard copy of the CDR must reach the Directorate of Works & Implementation office at Peshawar Sports Complex near Saddar Peshawar Cantt before the deadline. The last date for submission and opening of bids is 14th July 2026, with specific times for each project.
Bidders are advised to carefully prepare their technical bids including all required documents such as CDR, additional security if applicable, and rate analysis. It is crucial to ensure all documents are genuine and verifiable to avoid disqualification or blacklisting. Joint ventures are not allowed.
