Exclusive Selling Rights of Tetra Pack Milk, Yougart, Tea and Tea Bags on Pakistan Railway Network

The Railways Estate Development And Marketing Company (REDAMCO), Ministry of Railways, Islamabad, is offering exclusive selling rights for Tetra Pack Milk, Yougart, Tea, and Tea Bags across the Pakistan Railway Network. This opportunity is specifically for interested firms to obtain franchise rights to sell these products on railway platforms, trains, and approved vending stalls nationwide. The contract duration is three years, commencing upon signing the agreement and issuance of the Letter of Intent. The scope includes exclusive distribution and sales rights on the entire Pakistan Railways network, including stationary and moving trains. The licensee will be responsible for direct store delivery, maintaining product quality, and ensuring compliance with all applicable laws and safety regulations. The licensee may also build kiosks and standalone models on platforms with prior approval and bear associated costs such as electricity and equipment maintenance. The licensee must ensure product quality through periodic laboratory testing and cooperate with Pakistan Railways for inspections. Eligibility requires firms to have valid FBR registration, active income tax status, and must submit a bid security and refundable performance guarantee. The technical bid will be evaluated first, followed by financial bids of technically qualified bidders. The bid must be submitted in English and comply with all instructions. The bid security and refundable security are mandatory, with penalties for defaults. The annual fixed franchise licensing fee is Rs. 8 million for Tea & Tea Bags and Rs. 10 million for Tetra Pack Milk & Yougart, exclusive of taxes, with a 10% compound annual increase. Bids must be submitted to the CEO REDAMCO, 1st Floor, RAILCOP House, Carriage Factory, I-11/1 Islamabad by 12 June 2026 at 02:30 PM. The bid opening will follow at 03:00 PM the same day.
