Tender Description
This tender invites consulting firms to develop a comprehensive policy on export promotion and value addition in Pakistan's marble and granite sector, based in Islamabad under Pakistan Stone Development Company (PASDEC). The consultancy focuses on policy formulation to enhance export potential and value addition in this vital mineral sector.
The scope includes a detailed diagnostic assessment of the marble and granite industry, benchmarking international best practices, and identifying structural bottlenecks. The consultant will prepare a policy framework covering fiscal incentives, technology upgrades, branding strategies, institutional reforms, and environmental sustainability. The work demands expertise in trade policy, mining, economics, and legal frameworks, ensuring a robust and actionable policy document tailored for Pakistan's unique challenges.
Bidders should ensure compliance with PEC category requirements and maintain active status on the FBR's Active Taxpayers List (ATL) for 2025-26. Firms must have 7–10 years of relevant experience and not be blacklisted. The tender follows PPRA rules with a QCBS evaluation method, emphasizing both technical and financial competence.
Proposals must be submitted by the deadline of 16 March 2026 at 10:00am, with technical and financial bids in separate sealed envelopes delivered to PASDEC's office at 2nd Floor, Islamabad Chamber of Commerce & Industry Building, Mauve Area, Sector G-8/1, Islamabad.
