Expression of Interest for Establishment of Prime Minister's National Technology Park (PMNTP) Non-Consultancy Services

The Pakistan Software Export Board (PSEB) invites Expressions of Interest (EoI) for the establishment of the Prime Minister's National Technology Park (PMNTP) centers across Pakistan. This procurement is for Non-Consultancy Services under a National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS). The initiative aims to establish 250 PMNTP centers through a public-private partnership model to provide state-of-the-art infrastructure enhancing freelancers' productivity and strengthening Pakistan's digital ecosystem. Items being procured: - Selection of potential partners with buildings/workspace facilities to be declared or established as PMNTP Centers The scope includes creating awareness through advertisements, promotions, and branding activities, operational and management planning including team structure, monitoring, and selection criteria for freelancers and trainees. The centers will provide co-working spaces for 50 to 100 freelancers depending on the city, conference rooms, training halls, kitchen, washrooms, emergency exits, and allied facilities. Eligibility criteria require bidders to have ownership or right of use of commercial or industrial buildings with minimum covered area of 1800-5000 sqft, free from litigation, and available for at least five years. Amenities such as electricity, water, parking, and separate washrooms are mandatory. Preference is given to District or Tehsil Headquarters. Firms or individuals must have valid NTN and company registration certificates. Joint ventures are allowed with up to 10 members.
