Request for Expression of Interest for Provision of Headhunting Services for Recruitment of Managing Director PPIB

The Ministry of Energy (Power Division) Islamabad invites well reputed and competent Human Resource Management and Management Consultancy firms to submit their Proposals / Expression of Interest (EOI) for the provision of headhunting services. This procurement is specifically for the recruitment of the Managing Director (MD) of the Private Power and Infrastructure Board (PPIB). Items being procured: - Provision of Headhunting Services for recruitment of Managing Director (MD) PPIB Interested firms must be registered with Income Tax and Sales Tax Departments and must be on the Active Tax Payers List (ATL) of the Federal Board of Revenue (FBR). The firms should demonstrate relevant experience and capability in human resource management and recruitment consultancy. The scope includes preparation and submission of EOI documents in accordance with the provided Terms of Reference (TORs) which contain qualification parameters and allied instructions. These TORs can be downloaded from the official Ministry of Energy website https://www.power.gov.pk, the Public Procurement Regulatory Authority (PPRA) website https://www.ppra.org.pk/, or the e-PADS portal https://eprocure.gov.pk/. EOI documents must be submitted through courier and e-PADS on or before the deadline of 20-10-2026 at 11:00 a.m. The opening of the EOIs will take place on the same day at 11:30 a.m. The Power Division has constituted a Grievance Redressal Committee (GRC) as per Rule 48 of the Public Procurement Rules, 2004, and reserves the right to accept or reject any or all proposals in accordance with PPRA Rules 2004.
