Expression of Interest for Land Provision and Housing Models by National Police Foundation

National Police Foundation (NPF) invites Expressions of Interest (EOI) from land owners, developers, and firms for new housing schemes targeting Police Officers, families of Shuhada, Government Officers, and the general public. The EOI covers multiple housing options including land provision for plots, land sharing models for plots, end product models such as plots, apartments, town houses, and other joint venture options. Items being procured: - Land provision for plots - Land sharing model for plots - End product models including plots, apartments, town houses - Other options of joint venture The scope includes housing schemes anywhere in Pakistan, including Islamabad, with a focus on priority cities such as Islamabad, Rawalpindi, Lahore, Karachi, Peshawar, Quetta, Gujranwala, Faisalabad, and Sialkot. The feasibility includes attractive facilitation, JV models, and private sector share in land sharing linked with project feasibility. Applicants must submit a pay order or bank draft of Rs. 500,000 in favor of National Police Foundation (NTN: 0787621-1). Proposals must clearly outline the JV/business model, NPF's share/entitlement, special concessions or discounts for Police/NPF members and employees, and provisions for families of Shuhada and Ghazis. Complete ownership documents, revenue records, Fard/Fardat, layout plans, KOC/NEC approvals, and legal status of land must accompany the proposal. Applications must reach the office of the Director in Chief, NPF, by 11:30 AM on or before 09 October 2026. NPF reserves the right to accept or reject any proposal.
