Expression of Interest for Pre-Qualification of Contractors for Design-Build EPC Works in Galiyat

Galiyat Development Authority (GDA), Abbottabad, invites Expressions of Interest (EOI) from contractors registered with the Pakistan Engineering Council (PEC) in relevant categories and enlisted with GDA for the fiscal year 2026-27 under the Centralized Enlistment Policy of Khyber Pakhtunkhwa Government. The pre-qualification is for two major EPC (design-build) projects in Galiyat, Abbottabad: Items being procured: - Design and Execution of Beautification and Face-Uplifting of Three Bazaars of Galiyat (Nathiagali, Dungagali, and Changlagali) with an estimated cost of Rs. 400 million - Design, Supply, Civil Works, Installation, Testing, Commissioning and Operation & Maintenance of Mechanical Car Parking Facilities (minimum two facilities) in Galiyat with an estimated cost of Rs. 200 million These projects require comprehensive design-build expertise including civil works and mechanical installations. The scope covers beautification works and advanced mechanical parking solutions on a turnkey basis. Applicants will be evaluated on eligibility, experience, financial soundness, and key experts as detailed in the EOI document. Only pre-qualified applicants will be invited to submit proposals under the Single-Stage Two-Envelope procedure. No design, price, or bid security is required at this stage. The EOI document is available free of cost on EPADS (https://kp.eprocure.gov.pk), KPPRA website, and GDA website. EOIs must be submitted exclusively through EPADS; hard copies, emails, courier, or USB submissions will not be accepted. Mandatory requirements include active registration with FBR (NTN and Active Taxpayer List), KPRA, PEC with relevant codes, and EPADS. Joint ventures and consortia are allowed and will be treated as a single bidding entity. False or inaccurate information will lead to disqualification and possible debarment under KPPRA regulations. Key dates: Last date for written queries is 13th November 2026 by 05:00 PM. The final submission deadline is 24th November 2026 at 11:00 AM, with EOIs opening on EPADS at 12:00 PM the same day. Bidders are advised to carefully review the PEC category requirements and ensure all registrations are active and compliant before submission.
