Tender Description

The Pakistan Software Export Board (PSEB) invites Expressions of Interest (EOI) from qualified firms or consortiums for consultancy services under the Revamping IT Industry Landscape project for FY 2026-27. This procurement is aimed at ecosystem development through policy analysis, formulation, reforms, and industry data development to strengthen Pakistan's IT and IT-enabled Services (ITeS) sector. The consultancy involves three integrated components covering policy studies, insurance and capital market engagement, and development of a national IT industry database with a comprehensive census. Items being procured: - Component 1: Study for Harmonization between Special Technology Zones Authority (STZA) and Software Technology Parks (STPs)/Information Technology Parks (ITPs), and Consultancy for Ease of Doing Business including legislation, judiciary, tax reforms, banking reforms, and IP rights. - Component 2: Study for Developing IT-Specific Insurance Policies, Processes & Solutions, and Capital Market Engagement Promotional Policy. - Component 3: Development of an Online National IT Industry Database with IT Industry Census including data collection, verification, processing, and reporting. Eligible applicants must be legally registered firms or consortiums with relevant experience, including international and local partners. Applicants must demonstrate at least 5 years local and 10 years international experience in IT-related policy, research, or large-scale surveys.
