Tender Description
This tender invites qualified audit firms to provide external audit services for the Associated Press of Pakistan Corporation (APPC) based in Islamabad. The scope covers statutory audits of financial statements for fiscal years 2021-22 through 2024-25, with an option to extend for five additional years. APPC is a national news agency with a digital transformation strategy, requiring audits that ensure transparency and compliance with international and national auditing standards.
The audit work involves comprehensive examination of APPC's financial operations, including corporation and provident fund accounts. The auditors must assess internal controls, identify risks of fraud or corruption, and provide detailed reports with recommendations. The audit team will also assist in preparing replies to draft audit paras and present findings to APPC management. The contract demands mobilization immediately after award, with audits conducted in accordance with ISA and relevant laws.
Bidders must hold valid registrations with tax authorities, maintain active taxpayer status, and have at least ten years of experience auditing government entities. A satisfactory quality control rating from ICAP and registration with the Audit Oversight Board are mandatory. The evaluation process follows a single stage, two-envelope procedure, with technical bids opened first and financial bids considered only for technically compliant firms.
Submission deadline is set for 10th February 2026 at 14:30, with technical bids opening at 15:00 on the same day. Proposals must be submitted via the EPAD system. The physical address for correspondence is the Audit Committee, APPC, Islamabad. Earnest Money of 2% of the bid value is required in the form of a Call Deposit Receipt.
Pro-Tip: Ensure your firm's documentation includes a valid Quality Control Rating from ICAP and a clear affidavit on stamp paper confirming no blacklisting or disciplinary actions. Missing these often leads to disqualification despite strong technical proposals.
