Tender Description
Pakistan Single Window (PSW) Islamabad is procuring professional external audit services for a three-year engagement covering financial years 2026-27, 2027-28, and 2028-29. The scope includes annual statutory audits and half-yearly interim reviews, ensuring compliance with Companies Act 2017, SECP regulations, ICAP directives, IFRS, ISAs, tax laws, and other applicable frameworks. The audit firm will review internal controls, IT and ERP systems, accounting policies, revenue recognition, contingent liabilities, fraud risks, and related party transactions. Deliverables include Independent Auditor's Reports, Management Letters, and compliance reviews.
Eligible bidders must be registered audit firms with ICAP, have minimum five years relevant experience, and demonstrate strong technical capacity including qualified partners and supervisors. Firms must be registered with FBR, active on the ATL, and have an office in Rawalpindi/Islamabad. The procurement follows a Single Stage – Two Envelope procedure with separate technical and financial bids submitted electronically via EPADS. The bid securing declaration must be emailed before the technical bid opening deadline.
The submission deadline is 02nd June 2026 at 1500 Hrs, with technical bids opening at 1530 Hrs the same day at PSW's Procurement Department, Ground Floor, Nespak Building, G-5/2, Islamabad. Bidders are advised to upload bids early to avoid last-minute issues. The contract requires a performance guarantee of 10% of assignment value and adherence to strict ethical and quality standards. The evaluation will be based on a Quality & Cost Based Selection method with 80% weightage to technical and 20% to financial proposals.
A practical tip for bidders is to ensure the Bid Securing Declaration is submitted timely via email with the correct RFP number in the subject line to avoid disqualification.
