Request For Proposal for Facility Management Services (Security, Janitorial, Horticultural, Maintenance & Operation) at IT Park Islamabad

The Pakistan Software Export Board (PSEB) invites qualified and reputable firms to submit proposals for comprehensive Facility Management Services at IT Park Islamabad. This procurement covers four distinct LOTs: Security Services, Janitorial Services, MEP (Mechanical, Electrical and Plumbing) Operations & Maintenance, and Horticultural, Gardening & Landscaping Services. The services are to be provided at the IT Park located in Islamabad, ensuring a safe, clean, and fully operational environment for tenants, visitors, and staff. Items being procured: - LOT-1: Security Services including Security Supervisors, CCTV Operators, Armed and Unarmed Guards, Guards at Building Entrances and Elevator Halls - LOT-2: Janitorial Services including Janitorial Supervisors, Washroom/Toilet Attendants (male and female), Lobby & Reception Cleaners, Food Court Cleaners, Staircase Cleaners, External Area Cleaners, Basements Cleaners, Waste Management Operators, Deep Cleaning Staff - LOT-3: MEP Operations & Maintenance including Managers, Electrical and Mechanical Engineers, BMS/Automation Engineers, HVAC Technicians, Electrical Technicians, Plumbing Technicians, Fire Safety Technicians, Helpers, Stores/CMMS Operators, Lift Operators - LOT-4: Horticulture, Gardening & Landscaping Services including Horticulturist/Supervisor, Head Gardener, Gardeners (Outdoor), Indoor Plant Care Staff, Helpers/Mali The scope includes 24/7/365 service delivery with strict adherence to Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). Providers are responsible for all training, uniforms, equipment, consumables, and compliance with applicable laws and standards. All personnel must be properly vetted, trained, and equipped. The contract duration is one year with a possible extension of one year at a 10% cost increase based on performance. Eligibility requires valid registration, tax compliance, active tax status, no blacklisting, and PEC registration where applicable. Joint Ventures are allowed only for LOT-3 with strict criteria. Bids must be submitted electronically via EPADS by 9th September 2026 at 03:00 PM. Technical bids will be opened the same day at 03:30 PM, and financial bids of technically qualified bidders will be opened later. Bidders should carefully review the detailed RFP document for submission requirements, evaluation criteria, and contractual terms. Original bid security must be submitted before the bid submission deadline. PSEB reserves the right to accept or reject any or all bids and to annul the procurement process without liability. A practical tip for bidders: Ensure timely registration and familiarization with the EPADS portal to avoid last-minute submission issues, and prepare separate technical and financial proposals for each LOT you intend to bid on to comply with the single-stage two-envelope procedure.
