Expression of Interest for Fast Track Adoption of 100,000 Electric Bikes (2-Wheelers)

The Engineering Development Board (EDB), Ministry of Industries & Production, Government of Pakistan invites Expressions of Interest (EOIs) from all EV 2-Wheeler Original Equipment Manufacturers (OEMs) / Assemblers for the fast-track deployment of 100,000 electric bikes under the Pakistan Accelerated Vehicle Electrification (PAVE) Program. This initiative aims at rapid scale-up of EV adoption through immediate utilization of available production capacity and CKD inventory, while ensuring quality, affordability, and local value addition in line with NEV Policy 2025–30. Items being procured: - 100,000 Electric Bikes (2-Wheelers) The program overview includes a target of 100,000 electric bikes, an implementation period of 90 days with fast-track deployment, structured in 200 batches of 500 units each. A subsidy of PKR 80,000 per e-bike is offered as per the approved framework. Allocation will be done through competitive bidding with proportionate allocation in case of oversubscription. Eligibility includes OEMs/Assemblers already pre-qualified for the Fast Track Scheme under PAVE Program Phase-II who are not required to reapply as their qualification stands valid. The submission deadline is on November 03, 2026 at 11:00 AM, with bids opening at 11:30 AM on the same day in the presence of bidders. Submissions are to be made through the PPRA E-PADS 2.0 portal. A non-refundable submission fee of PKR 5,000/- in the form of Pay Order/Bank Draft/Demand Draft is required in favor of Drawing & Disbursement Officer (DDO), EDB.
