Tender Description
The Pakistan National Shipping Corporation (PNSC) Karachi is procuring fault finding, rectification, and repair services for winches installed at PQA tugs for a period of three years from 2026 to 2029. This procurement is specific to the PNSC Workshop located at 30 Dharamsala Road, Keamari, Karachi, Sindh. The scope includes detailed inspection and diagnostic testing of winch system components including hydraulic, mechanical, and electrical sections. Faults such as hydraulic leakage, solenoid valve malfunction, electrical control faults, and power controlling card issues will be addressed. The contractor will perform repairs or replacements of defective components like hydraulic motors, solenoid valves, control cards, wiring, and sensors. Functional testing and calibration of the complete winch system after repairs are mandatory. Deliverables include inspection and fault diagnosis reports, lists of replaced or repaired components with part numbers, photographic evidence, and recommendations for preventive maintenance.
Eligible bidders must be registered with relevant taxation authorities including NTN, GST, and Sindh Revenue Board, and be on the Active Taxpayers List (ATL) of FBR. A minimum of two years relevant experience in rectification and repair of similar marine winch systems is required. Firms must have qualified technical staff such as engineers and technicians experienced in marine winch systems, along with necessary tools, testing equipment, and workshop facilities. Financial soundness must be demonstrated by audited financial statements or bank certificates for the last three years with a minimum annual turnover of PKR 4 million. Bidders must also provide at least one reference from previous clients confirming satisfactory performance and submit an affidavit confirming they are not blacklisted by any government or public sector entity.
