Tender Description
This tender invites consultancy firms to conduct a feasibility study for establishing solar power plants across four industrial estates in Balochistan, including LIEDA, GIEDA, QITEE, and BOSTAN SEZ. Issued by Balochistan Energy Company Limited (BECL), this opportunity focuses on renewable energy development within the province, emphasizing sustainable industrial growth and energy efficiency.
The consultancy will involve detailed technical and economic analysis of solar power plant installations tailored to the unique conditions of each industrial estate. Firms will assess site-specific factors such as solar irradiance, land availability, grid connectivity, and environmental impact. The study aims to provide actionable insights for project implementation, addressing engineering challenges related to terrain, infrastructure, and local climate.
Interested firms must hold PEC registration as Consulting Engineering Firms and be active taxpayers with FBR and ATL compliance. The tender requires bidders to demonstrate experience with at least three similar assignments and a minimum turnover of PKR 16 million in the last three financial years. Firms blacklisted by any procuring agency will be disqualified. The procurement follows the Balochistan Public Procurement Rules 2014, ensuring transparency and fairness.
The submission deadline is set for 22 February 2026 at 12:30 PM, with bid opening scheduled for 1:30 PM the same day at the BECL office. Bidders must submit their proposals electronically via the Electronic Public Procurement System (EPPS). Bid security of 2% of the estimated cost is mandatory, payable through a Call Deposit Receipt from a scheduled bank.
Pro-Tip: Carefully review the eligibility criteria and ensure all technical documents are complete before submission. Missing the PEC registration or ATL status can lead to outright rejection. Also, verify the bid security format to avoid disqualification during financial proposal opening.
