Feasibility Study and Design of Roads, Bridges, Aerial Ropeways, Assessment of Public Buildings and Institutional Strengthening in Khyber Pakhtunkhwa

The Communication and Works Department of Khyber Pakhtunkhwa, based in Peshawar, is inviting qualified consultants to provide consultancy services for a comprehensive project involving the feasibility study and design of roads, bridges, aerial ropeways, and the assessment of public buildings across the province. This project also includes institutional strengthening to enhance operational capacity. Items being procured: - Feasibility study and design of roads - Feasibility study and design of bridges - Feasibility study and design of aerial ropeways - Assessment of public buildings in Khyber Pakhtunkhwa - Provision for institutional strengthening - Consultancy for developing an Operations & Maintenance (O&M) Manual across C&W line departments - Development of building facility management system (BFMS) The technical scope covers detailed engineering design and assessment work across multiple infrastructure types, focusing on improving connectivity and public infrastructure resilience. The consultancy will also develop operational manuals and facility management systems to ensure sustainable maintenance and institutional capacity building. Eligible firms or joint ventures must have relevant experience in large-scale infrastructure consultancy, preferably with PEC registration in appropriate categories and valid FBR/ATL registration. The selection will be conducted through a Quality and Cost-Based Selection (QCBS) method, ensuring a balance of technical expertise and cost efficiency. The pre-proposal meeting is scheduled for 14 July 2026. Interested firms must submit their comprehensive technical and financial proposals in English by the firm deadline of 24 July 2026 at 12:00 PM via the EPADS portal. Proposals will be opened in a meeting chaired by the Secretary C&W. A practical tip for bidders: Carefully review the Terms of Reference (TORs) available on the official KPPRA and C&W websites or from the RAMS Unit office during working hours to ensure full compliance with technical requirements and avoid disqualification due to incomplete submissions.
