Tender Description
The Directorate General Mines and Minerals, Government of Khyber Pakhtunkhwa, invites reputed consultancy firms and companies to submit sealed technical and financial proposals for conducting a comprehensive feasibility study. This study focuses on establishing regional value addition and processing units for mineral resources under a Public Private Partnership (PPP) mode in Peshawar. The project covers four zones for metallic minerals, two zones for industrial minerals, two zones for gemstones, and a gemstone lapidary facility. The interested parties must apply for all zones collectively and cannot submit proposals for individual zones.
The technical scope includes detailed analysis and feasibility assessment for value addition and processing units, ensuring alignment with PPP frameworks. Bidders must prepare proposals in compliance with KPPRA Rules 2014, submitting both technical and financial bids in separate envelopes. The bids must be submitted to the office of the Director Exploration, Directorate General Mines and Minerals, Peshawar by 11:00 AM on 11th June 2026. Technical proposals will be opened the same day at 11:30 AM in the presence of bidders or their authorized representatives.
Eligibility criteria require firms to be registered with FBR and ATL, with relevant experience in consultancy for mineral resource projects. Firms blacklisted by federal, provincial, or autonomous bodies will be considered non-responsive. A bid security of 2% of the bid value in the form of a call deposit receipt (CDR) is mandatory. A complete set of bidding documents including Terms of Reference (TORs) can be downloaded from EPADS, and a hard copy must be obtained from the Director Exploration office on payment of Rs 1000 non-refundable.
The submission deadline is strict, and bidders should ensure all documents are complete and compliant to avoid disqualification. A practical tip for bidders is to carefully review the TORs and prepare a detailed technical proposal that clearly demonstrates their capability and experience in PPP-based mineral processing projects, as this will be critical during the technical evaluation phase.
