The Directorate General of Fisheries, Government of Balochistan, invites electronic proposals through the Electronic Public Procurement System (EPPS) for a consultancy assignment focused on the establishment of a shrimp hatchery at Gaddani. This tender is specifically for the feasibility study, master planning, detailed engineering design, preparation of cost estimates, tender documents, and PC-I documentation required for the project. Items being procured: - Feasibility Study - Master Planning - Detailed Engineering Design - Preparation of Cost Estimates - Tender Documents - PC-I for Establishment of Shrimp Hatchery at Gaddani The scope of work includes comprehensive technical and financial planning to ensure the successful establishment of the shrimp hatchery. The consultant will be responsible for delivering detailed engineering designs and cost estimates that comply with government standards. The project site is located in Gaddani, Balochistan, and the consultancy will require expertise in aquaculture and commercial shrimp farming. Eligibility criteria include completion of at least one assignment of similar nature and complexity, a minimum turnover of PKR 20,000,000 over the last three consecutive years, valid registration with FBR for Income Tax, presence on the Active Taxpayers List (ATL), and a valid Balochistan Revenue Authority (BRA) registration certificate. PEC/PCAD registration is required as applicable. The firm or joint venture must not be blacklisted by any procuring agency in Pakistan. Additionally, the consultant must have experience in commercial shrimp farming and provide Aquaculture Product Traceability Certificates issued by a government entity. The procurement procedure follows the Single Stage - Two Envelope Bidding Procedure. A bid security equal to 2% of the estimated cost must accompany the proposal, issued by a scheduled bank. Financial proposals will only be opened for consultants whose technical proposals are approved. Key dates include the proposal submission deadline on 11 August 2026 at 12:30 PM via EPPS, with proposal opening at 1:30 PM the same day at the Directorate General Fisheries office in Quetta. A practical tip for bidders is to ensure all eligibility documents, including PEC registration and tax certificates, are complete and up to date before submission.
