Tender Description
The Balochistan Energy Company Limited (BECL) is procuring consultancy services for a feasibility study focused on establishing solar power plants across four industrial estates in Balochistan: LIEDA, GIEDA, QITEE, and BOSTAN SEZ. This project is based in Quetta and aims to assess the technical and economic viability of solar power installations to support industrial growth in the region.
The scope of work includes detailed feasibility analysis covering site conditions, solar resource assessment, infrastructure requirements, and financial modeling for the proposed solar power plants. The consultancy firm must have relevant PEC registration as a Consulting Engineering Firm and demonstrate experience with at least three similar assignments involving complex feasibility studies. Firms must be registered with FBR for Income Tax and BRA, and listed on the Active Taxpayers List (ATL). Blacklisted firms by any procuring agency are ineligible.
The estimated cost for this consultancy is bold PKR 20,000,000. Bidders are required to submit their technical and financial proposals electronically via the Electronic Public Procurement System (EPPS). The last date for bid submission is 02 June 2026 by 10:00 AM, with tender opening scheduled the same day at 11:00 AM at the BECL office in Quetta. A bid security of 2% of the estimated cost must accompany the bids in the form of a CDR from a scheduled bank.
