Tender Description
This tender invites reputed engineering consulting firms to conduct a feasibility study for a new water supply scheme in Larkano City, Sindh. The Public Health Engineering Department, Government of Sindh, seeks expert consultancy services to design, plan, and prepare detailed reports for a sustainable water supply system drawing from the Dadu Canal source. The study will address the growing demand due to urban expansion and depleted groundwater resources, aiming to provide efficient, economical, and integrated water production, treatment, transmission, storage, and distribution.
The scope includes population forecasting, engineering surveys, hydraulic design, indicative layouts, land acquisition plans, cost estimates, and preparation of PC-I documents. The consultancy team must have strong expertise in water supply engineering, with key personnel including project managers, senior and junior engineers, surveyors, quantity surveyors, and environmental experts. The assignment duration is three months, with deliverables including inception, concept design, preliminary engineering, and final feasibility reports.
Consultants must hold valid Pakistan Engineering Council licenses for 2026, be registered with FBR and SRB, and have experience with similar water supply projects funded by foreign or international agencies. PEC codes 1204, 1206, 0507, 0510, and 0511 are mandatory. Firms must comply with SPPRA rules, submit earnest money, and provide performance security of 5% of the bid amount. The tender follows a single-stage two-envelope bidding procedure with technical and financial proposals submitted separately.
Submission deadline is 12:00 PM on 31 March 2026, with technical proposals opened at 1:00 PM the same day. If postponed, the next deadline is 15 April 2026. Proposals must be submitted in sealed envelopes to the Executive Engineer (Dev.) Public Health Engineering Division I, Larkano, opposite Zulfiqar Bagh. Late or conditional bids will be rejected. The department advises bidders to ensure PEC renewal certificates for 2026 and to carefully follow the evaluation criteria to avoid disqualification.
