Tender Description
This tender invites expert legal consultancy services in Karachi from Pakistan Gems and Jewellery Development Company for drafting a Statutory Regulatory Order (SRO) to govern the trade and export of gemstones. The consultancy focuses on creating a unified legal framework to formalize and regulate the gemstone sector, enhancing transparency and compliance across the value chain.
The scope includes drafting provisions for registration and licensing of traders, pre-export certification, export documentation, valuation controls, and digital traceability. The SRO aims to standardize export procedures, promote domestic value addition, regulate imports for processing, and ensure financial compliance with anti-money laundering laws. The work requires a deep understanding of trade laws, export regulations, and sector-specific challenges in Karachi's gemstone market.
Bidders should ensure compliance with PEC categories relevant to consultancy services and maintain valid FBR/ATL status for the 2025-26 financial year. The tender follows a single stage two-envelope system with technical and financial bids evaluated on a 70/30 marks basis. Earnest Money Deposit of 2% of the bid amount is mandatory, and all bids must be submitted online via e-PADS v1.0.
