This tender invites expert legal consultancy services in Karachi from the Ministry of Industries and Production through the Pakistan Gems and Jewellery Development Company. The focus is on drafting a Statutory Regulatory Order (SRO) to govern the trade and export of gemstones, a critical step to formalize and regulate this fragmented sector.
The consultancy will cover comprehensive legal drafting to establish a unified framework for registration, licensing, pre-export certification, export documentation, valuation, and compliance enforcement. The SRO aims to standardize procedures across mining, trading, processing, and export activities, enhancing transparency and aligning Pakistan's gemstone exports with international standards. The scope includes regulation of rough gemstone exports, import for processing, digital traceability, and financial compliance measures to curb under-invoicing and money laundering.
Bidders should ensure compliance with PEC categories relevant to consultancy services and maintain valid FBR/ATL status for the fiscal year 2025-26. The tender requires submission of technical and financial bids with a 2% Earnest Money Deposit.
