Hiring of Financial Consultant Firm for Development of Integrated Financial Business Plan & Sustainability Framework

Pakistan Engineering Council (PEC) invites pre-qualified financial consultant firms to submit financial proposals for the development of an Integrated Financial Business Plan & Sustainability Framework. This consultancy aims to establish a comprehensive short-term, medium-term, and long-term financial planning and sustainability mechanism for PEC. Items being procured: - Financial consultant firm services for institutional assessment - Development of short-, medium-, and long-term financial projections - Revenue and cost structure analysis - Strategic scenario modeling - Preparation of various reports including inception, assessment, analysis, and final presentation The scope includes project inception, institutional assessment, financial and operational baseline review, revenue and cost analysis, integrated financial forecasting, and strategic scenario modeling. The assignment is expected to be completed within 8 weeks from commencement. Eligible firms should be pre-qualified and registered on EPADS, with experience in financial consultancy and compliance with PEC and PPRA regulations. Financial proposals must include lump-sum quotations, detailed cost breakdowns, and applicable taxes. The submission deadline is August 03, 2026 at 11:00 AM, with proposals to be uploaded electronically on EPADS. Late submissions will not be entertained. The evaluation will follow the Procurement of Consultancy Services Regulation of the PPRA. PEC reserves the right to accept or reject any proposal.
