Tender Description
The University of Turbat, located in Turbat, Balochistan, is procuring comprehensive fleet management and vehicle tracking services for its official vehicles. This procurement is aimed at installing and maintaining a state-of-the-art vehicle tracking system on 30 vehicles for an initial period of two years, with a possible extension of another two years based on satisfactory performance. The scope includes installation of hardware and software, real-time tracking, geo-fencing, route optimization, and detailed reporting on vehicle usage and fuel consumption. The system must support 24/7 monitoring via web and mobile applications, provide alerts for ignition, over-speeding, and battery tampering, and include anti-theft and stolen vehicle recovery features.
Eligible bidders must be well-established firms with relevant experience, valid NTN and Sales Tax registrations, and must not be blacklisted. The evaluation will be based on a technical score weighted at 70% and financial score at 30%, with a minimum technical score of 70 required to qualify. Earnest money of PKR 60,000 is mandatory with the financial proposal, and a performance security of 10% of the contract value will be required upon award. The contract will be governed by Pakistani laws with arbitration in Turbat.
The deadline for submission is strictly enforced, and proposals must be submitted via the E-PAD system of PPRA. Bidders should ensure all documents are complete and accurate to avoid disqualification.
