Tender Description
The Pakistan Digital Authority (Ministry of IT & Telecom) invites qualified suppliers to prequalify for an Open Framework Agreement for the procurement of General Order Supplies to support its day-to-day office requirements in Islamabad. This Framework Agreement aims to ensure the timely and reliable supply of a broad range of general order items on an as-and-when-required basis over a 36-month period starting December 9, 2026.
Items being procured include:
- Stationery and general office supplies
- IT accessories, computer peripherals and related items
- Printing, photocopying and documentation consumables
- Electrical and electronic accessories
- Office utility and miscellaneous items
- Meeting, conference, workshop and event-related supplies
- Other administrative and operational consumables
- Any other general, routine, miscellaneous, incidental or related goods/items required for the Organization's smooth functioning
The scope covers supply and delivery to the designated premises with proper packaging and quality assurance. Suppliers must ensure goods are new, genuine, and conform to specifications. Defective or non-conforming items must be replaced at no extra cost. Pricing should be competitive and inclusive of all incidental costs such as transportation and packaging. Warranty and replacement services are required for applicable items.
Eligibility criteria include valid FBR registration, active taxpayer status, no blacklisting, financial transactions of at least PKR 20 million over the last two years, and a minimum of five years' experience with at least five relevant contracts in the public sector. The procurement will follow a Least Cost Based Selection (LCBS) method.
Applications must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) v2.0 by **Thursday, October 8, 2026, 11:00 AM**. Late or manual submissions will not be accepted. Bids will be opened the same day at 11:30 AM through EPADS. Interested vendors should register on https://vendors.epads.gov.pk/ if not already registered.
A practical tip for bidders: Carefully review the Terms of Reference and ensure all eligibility documents and financial evidence are complete and verifiable to avoid disqualification. Early registration and submission through EPADS will help prevent last-minute technical issues.
This Framework Agreement does not guarantee any minimum purchase quantity or value. The Pakistan Digital Authority reserves the right to procure from other sources if the selected supplier cannot meet requirements timely or satisfactorily.
