The agreement covers a comprehensive scope of works including delivery, fabrication, assembly, construction, testing, commissioning, and correction of the shops, along with professional and technical labor, supervision, administration, materials, transportation, tools, equipment, and related services.
Items being procured:
- Development of PSO Model Shops at Hi-Street locations

- Construction and installation of signage and equipment
- Testing and commissioning services
- Related services including insurance, installation, training, and initial maintenance
The technical scope requires the contractor to manage all aspects of the works at multiple geographically dispersed lubricant shops, ensuring compliance with applicable laws, safety standards, and quality assurance protocols. The contractor must prepare detailed execution plans, coordinate logistics, and maintain site safety and security. The works include electrical, mechanical, and solar power equipment installation, as well as facility management tasks to maintain the shops in operational condition.
Eligibility criteria include possessing the requisite skills, experience, infrastructure, and trained personnel to execute the works. Contractors must comply with Pakistan Engineering Council (PEC) standards, hold valid FBR/ATL registration, and demonstrate prior experience in similar projects. The contractor must also adhere to labor laws, health, safety, and environmental regulations.
Key dates include a commencement notice within 7 days of award and a completion period of 2 months per shop. The contractor must submit progress reports and final completion certificates. Earnest Money and CDR requirements apply as per PSO guidelines. The submission deadline is 7 days from the publish date or as specified by PSO.
A practical tip for bidders: Ensure your bid includes a detailed execution plan with dedicated teams and fabrication facilities for each region applied for, as multi-region awards require separate arrangements. Also, maintain strict compliance with HSE policies and provide comprehensive documentation to avoid delays in approval and payment.
