Framework Agreement for Purchase of Stationery Items

The Institute of Regional Studies (IRS) Islamabad invites qualified suppliers to participate in a Closed Framework Agreement for the purchase of stationery items for the financial year 2026-27. This procurement is intended to establish a framework for on-demand supply through subsequent Call-Off Contracts during the agreement period of 12 months. The procurement covers a comprehensive list of stationery items to be delivered at Sector F-5/2, Attaturk Avenue, Islamabad within 27 days of order. Interested firms must be registered with GST, NTN, and be active on the Federal Board of Revenue's Active Taxpayer List (ATL) with a valid vendor number. A refundable earnest money deposit of Rs 25,000/- is required via bank draft. Tenders/quotations must be valid for the entire financial year 2026-27. Bids must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by 15 October 2026 at 11:00 AM. Opening of bids will occur on the same day at 11:30 AM. Manual submissions will not be accepted. Vendors not registered on EPADS are advised to complete registration prior to submission. The procuring agency reserves the right to reject any or all tenders without assigning reasons. A practical tip for bidders: Ensure your EPADS registration is complete and all eligibility documents including NTN, GST, and ATL status are up to date before submission to avoid disqualification. Also, carefully price each item individually as per the attached list to comply with the Least Cost Based Selection (LCBS) criteria.
