Tender Description
The Federal Flood Commission (Office of the Chief Engineering Adviser/Chairman Federal Flood Commission(CEA)/(CFFC)) based in Islamabad Capital Territory is procuring a Framework Agreement for Repair and Maintenance of its Office Building located at 6-Ataturk Avenue G-5/1, Islamabad. This procurement covers a comprehensive scope of civil, electrical, plumbing, and miscellaneous repair works including roof repairs, floor repairs, polishing, wall repairs, courtyard repairs, tile fixation, washroom works, plaster works, distemper and paint works, roof drain piping, rock wall repairs, buffering of tiles and chips, electric wiring and ducting repairs, plumbing including pipe replacement and leakage treatment, and other day-to-day maintenance operations.
Eligible bidders must be registered with FBR and PEC, possess a minimum of 3 years experience in similar works, and demonstrate financial strength with a turnover of at least PKR 10 million. Affidavits on stamp paper declaring no blacklisting or involvement in fraudulent practices are required. Joint ventures or consortiums with up to 2 members are allowed. The procurement will follow the Least Cost Based Selection (LCBS) technique under the Public Procurement Rules 2004.
Bids must be submitted electronically via EPADS v2.0 by Tuesday, April 21, 2026 at 03:00 PM. Manual submissions will not be accepted. Bid security of PKR 600,000 is required in the form of Pay Order, Call at Deposit, or Bank Guarantee, with the original instrument submitted to the procuring agency before the bid closing. The bid opening will be conducted on the same day at 03:30 PM on EPADS. The contract includes a performance guarantee of 5% of the contract price. The contract duration for individual repair jobs is generally 10 days, with miscellaneous/emergency repairs scheduled for 27 days.
