Tender Description
The Collectorate of Customs Enforcement (Pakistan Customs) Islamabad invites prequalification applications for an Open Framework Agreement for the repair and maintenance of government owned vehicles. This Framework Agreement will cover repair, maintenance, servicing, overhauling, denting/painting, electrical and mechanical works, air-conditioning, wheel alignment/balancing, diagnostic services and allied works including supply and replacement of spare parts for departmental vehicles.
Items being covered under this Framework Agreement include:
- Toyota Landcruiser Prado (10 units)
- Toyota Hilux Double Cabin (12 units)
- Toyota Hilux Surf (5 units)
- Toyota Crown (5 units)
- Audi (2 units)
- Mercedes Benz (8 units)
- Honda Accord (4 units)
- Toyota Camry (3 units)
- Toyota Fortuner (2 units)
- Mark X (3 units)
- Toyota Prius (15 units)
- Aqua (10 units)
- Honda City (4 units)
- Alto, Mira, Passo, Vitz, Swift etc. (10 units)
All vehicles are located at Plot No. 24, Mauve Area, Sector G-9/1, Islamabad Capital Territory with delivery schedules ranging from 4 to 5 days.
The scope includes comprehensive repair and maintenance services covering engine overhauling, denting and painting, handling of software/electronic technology vehicles, wheel balancing and alignment, and availability of spare parts. The workshop must have sufficient parking and inspection area with capacity for at least 10 vehicles and be capable of carrying out work on immediate basis including odd hours.
Eligibility criteria require valid NADRA citizenship documents, FBR registration (NTN/GSTN), relevant past experience, adequate personnel and equipment, and no blacklisting certificate. A performance guarantee of Rs. 300,000/- in the form of a pay order or call deposit is required at contract signing.
Applications must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by Monday, September 28, 2026 at 03:30 PM. Technical evaluation will be based on Quality Based Selection (QBS) with a minimum passing score of 70 out of 100 marks.
Interested bidders should ensure full compliance with the terms and conditions and prepare for a physical inspection by the technical committee prior to prequalification. Vendors not registered on EPADS should complete registration promptly to participate.
A practical tip for bidders: Carefully review the technical and eligibility criteria and ensure all documentary evidence is complete and uploaded on EPADS before the deadline to avoid disqualification. Early submission is recommended to accommodate any clarifications or addenda.
