Framework Agreement for Design, Manufacturing, Supply, Delivery, Deployment and Operationalization of a Secure Business Compliance Plate and Management Information System

The Federal Board of Revenue (FBR) Islamabad invites prequalification applications for a comprehensive framework agreement involving the design, manufacturing, supply, delivery, deployment, and operationalization of a secure Business Compliance Plate and a Management Information System. This procurement is aimed at establishing a secure and efficient system to enhance business compliance monitoring and management. Items being procured: - Secure Business Compliance Plate - Management Information System The scope includes the full lifecycle from design to operationalization of the system at FBR House, Islamabad. The contract is tentatively valued at 3 Million PKR monthly for 12 months, including one Management Information System. The successful bidder will enter into a framework agreement with FBR and may be called off for subsequent contracts. Applicants must be national suppliers with proven experience in similar IT system deployments and manufacturing of secure compliance materials. Registration with FBR and ATL is mandatory. The procurement process requires submission of encrypted electronic prequalification applications via the e-PADS system and a hard copy submission to the FBR office. The technical bid should demonstrate capability in secure system design and IT management solutions. The deadline for submission is 21st July 2026 by 11:00 hours.
