The Ministry of Religious Affairs & Interfaith Harmony in Islamabad invites qualified suppliers to participate in an Open Framework Agreement for the supply of light refreshments and drinking water (large and small bottles) for official meetings, conferences, seminars, workshops, training sessions, delegations, and other official events. Items being procured: - Light Refreshment - Drinking Water (Large and Small bottles) The supplier must ensure quality, hygiene, proper packaging, and timely delivery in compliance with applicable standards. Supplies will be made against authorized Purchase/Call-Off Orders, with defective or substandard items replaced at no additional cost. Quantities will be based on actual requirements with no minimum purchase commitment or exclusivity. Agreed rates will remain valid for the 36-month Framework Agreement period, and payments will be made against actual supplies duly verified and accepted by the Procuring Agency. Eligibility criteria include valid NADRA citizenship documents, FBR registration, and non-blacklisting affidavits. Bidders must demonstrate at least three years of relevant experience, a minimum average annual turnover of PKR 300 million over the last three financial years, qualified technical staff, adequate infrastructure, and past performance certificates. The evaluation will be based on Quality Based Selection (QBS) with a passing technical score of 70 out of 100. Applications must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) by Monday, October 12, 2026, at 11:00 AM.
