Tender Description
Pakistan Mineral Development Corporation (PMDC) invites proposals for technical consultancy services related to gemstone exploration, resource estimation, gemstone evaluation, and preliminary economic assessment (PEA) of the Hunza Ruby Project located in Ahmedabad, Hunza, Gilgit-Baltistan. This opportunity is open to eligible bidders registered on EPADS v2.0 for the provision of consultancy services.

The scope of work includes comprehensive technical studies, evaluation of gemstone resources, and preparation of a preliminary economic assessment report for the Hunza Ruby Project. The selected consultant will be required to demonstrate relevant experience in mineral resource estimation and gemstone project evaluation, preferably with similar projects in Pakistan or the region. All proposals must be accompanied by a Bid Security in the form of Pay Order, Banker's Cheque, Call at Deposit, or Demand Draft as described in the bidding documents. Only firms registered on the new version of EPADS v2.0 are eligible to participate. The procurement will follow the Single Stage-Two Envelope procedure using the Quality and Cost Based Selection (QCBS) technique, in line with the Public Procurement Rules 2004 and relevant regulations.
Proposals must be submitted electronically through EPADS v2.0 by Friday, August 21, 2026 at 03:00 PM. Proposals will be opened on the same day at 03:30 PM. Manual submissions will not be accepted. For those unfamiliar with the EPADS system, a tutorial is available online to guide you through the submission process.
