Procurement of GitLab Ultimate Licenses and Hashi Corp Vault

The National Database and Registration Authority (NADRA), through the Digital Economy Enhancement Project, invites sealed proposals for software licensing, subscription, installation, configuration and go-live support. The procurement is financed by World Bank Credit No. 7514-PK and will be conducted under the World Bank Procurement Regulations for IPF Borrowers. Selection will be made separately by lot. Mandatory lots and requirements are: Lot 1 – GitLab Ultimate Version Licenses and Subscription, with proposal security of **PKR 5,500,000**; delivery is required within two weeks from contract, followed by installation and configuration completion within six weeks after user confirmation of infrastructure readiness, and go-live within two weeks after installation and configuration. Lot 2 – Hashi Corp Vault, with proposal security of **PKR 1,880,000**; delivery is required within three weeks from contract, followed by the same six-week installation and configuration period and two-week go-live period. The proposal security for each lot must be provided through CDR, bank draft, pay order or unconditional bank guarantee. Cash and cheque are not acceptable. Eligible proposers may apply for one or both lots and must satisfy the eligibility, technical, financial and documentary conditions in the request for proposals. The notice refers to eligible proposers under the applicable World Bank procurement regulations and requires beneficial ownership disclosure for the successful proposer. Proposers should confirm their active tax and ATL status, corporate registrations, authorization from relevant software principals, implementation capability and compliance with all RFP forms before submission. Technical and non-price criteria carry **60%**, while proposal cost carries **40%**. Complete RFP documents are available free of cost at https://tenders.nadra.gov.pk. Sealed proposals must reach the Procurement Specialist, PIU-DEEP, NADRA, 3rd Floor, COMSATS Head Office Building, 9 Shahrah-e-Jamhuriat, G-5/2 G-5, Islamabad, Pakistan, by **11:00 am on August 20, 2026**. Electronic procurement is not permitted. Original Proposal, Technical Part and Financial Part envelopes must be marked as instructed. A practical tip is to prepare separate lot-wise securities and verify envelope labels, authorization documents and delivery commitments before dispatch.
