Tender Description
The Ministry of Religious Affairs and Interfaith Harmony (MoRA&IH), Government of Pakistan, is inviting Expressions of Interest (EOIs) from scheduled banks for the provision of Hajj dues collection banking services for the Hajj 2027 (1448H) season. This procurement is specifically for banks capable of handling the financial transactions related to Hajj dues collection in accordance with the ministry’s terms, conditions, and eligibility criteria.

The scope of services includes managing the collection of Hajj dues efficiently and securely, ensuring compliance with all regulatory and procedural requirements. The ministry expects the banks to provide a seamless banking experience for pilgrims and stakeholders involved in the Hajj process. Interested banks must submit their technical and financial proposals in sealed envelopes, detailing their service scope, eligibility credentials, and terms as per the ministry’s proforma.
Eligibility criteria and detailed terms can be downloaded from the Ministry’s official website www.mora.gov.pk or the PPRA website. The ministry requires that all bidders be scheduled banks with proven experience in handling large-scale government financial transactions. The submission deadline is strictly set for 20-07-2026 at 1330 hours, with proposals opening at 1400 hours on the same day in the Committee Room of the Ministry in Islamabad.
Bidders should ensure their proposals are complete with Earnest Money or CDR as required and comply with all FBR and ATL registration requirements. A practical tip for bidders is to carefully review the proforma and eligibility criteria available online to avoid disqualification due to incomplete documentation or non-compliance. Timely submission before the deadline is critical as late bids will not be entertained.
