Tender Description
The Pakistan Telecom Authority (PTA) Islamabad invites sealed bids from eligible and qualified bidders for the procurement of Heavy Duty Photocopy Machines under contract reference P58223 for the financial year 2026-27. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage One Envelope procedure with Quality and Cost Based Selection (QCBS) technique. Items being procured:
- Heavy Duty Photocopy Machine (3 units)
The photocopiers must be brand new, latest model with a drum life of 150,000 or above copies, print speed of 45 CPM (A4) or above, and support paper sizes from A6 to A3 with built-in duplex printing. The machines should have a 7 inch or above color touchscreen panel, RADF/DADF, floor-standing model with cabinet/trolley, continuous operation capability, warm-up time of 20 seconds or less, paper capacity of 1000 or above sheets expandable to 6000 sheets, dual/quad core 1.3 GHz or higher processor, scanning to email/folder/USB/network/FTP with OCR readiness, 100-sheet or above duplex scanning capacity, toner yield between 23,000 to 35,000 pages at 6% coverage, and connectivity options including Gigabit Ethernet, USB 2.0/3.0, Wi-Fi, and mobile printing (AirPrint/Mopria). The duty cycle should be 150,000 pages or above monthly with Energy Star or equivalent certification. Security features include secure printing with PIN/user authentication and functional access control. A minimum one year comprehensive warranty (parts and labor) is required with an undertaking on judicial stamp paper that all parts during warranty shall be genuine and manufactured by the original manufacturer. RAM must be 3 GB or higher.
The procurement includes related services such as installation, commissioning, and testing of the photocopiers. Bidders must be manufacturers or authorized dealers with valid business registration, minimum 5 years experience in supplying photocopy machines, NTN/ST registration, and ATL listing. They must have an authorized service center in Islamabad or Rawalpindi, provide minimum one year comprehensive onsite warranty, and undertake to supply spares for at least 3 years after warranty. Bidders must submit bid security or bid securing declaration as per bidding documents.
The bid submission deadline is Monday, September 28, 2026 at 11:00 AM via EPADS v2.0 only. Manual bids will not be accepted. Bid opening will be on the same day at 11:30 AM on EPADS v2.0. Bidders are advised to register on EPADS v2.0 and review all bidding documents carefully. The procuring agency reserves the right to reject all bids without liability.
