Tender Description
The Federal Board of Intermediate and Secondary Education (FBISE) Islamabad is procuring heavy duty printers with finishers and related consumables for its Islamabad office. This procurement covers fifteen heavy-duty printers capable of printing 130–140 pages per minute, along with consumables including toners, developers, drums, and stapling pins. The printers support paper sizes from A5 to A3/SRA3 and have a high-volume duty cycle of 2.5 million pages or more. The scope includes delivery, installation, testing, commissioning, and five years of free service and maintenance with quarterly preventive maintenance and timely complaint response.
Eligible bidders must be registered with FBR and other relevant authorities, and must comply with the technical specifications and quality standards outlined by FBISE. The procurement follows a Quality and Cost Based Selection (QCBS) method under the Public Procurement Rules, 2004. Bidders are required to submit their bids electronically via EPADS v2.0 by the closing date of June 4, 2026, 10:00 AM. The bid security must be submitted physically before the deadline at the FBISE office in H-8/4 Islamabad. Technical and financial bids must be submitted in separate sealed envelopes.
The contract includes a performance security of 5% of the contract value and retention money of 10% of the total contract amount, which may be released after one year subject to satisfactory performance or replaced by a bank guarantee. Delivery and installation must be completed within 45 days of the work order. A full-time technician is required on site during the printing process, and user training will be provided if needed.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully prepare the technical bid to meet all mandatory specifications, especially the MAL LETTER requirement, to avoid disqualification. Early submission of bid security and adherence to all documentation requirements will enhance the chances of success in this competitive procurement.
