Procurement of High-Speed Document Scanners for Judicial Record Digitization

The District Judiciary (East & West), Islamabad is procuring 10 high-speed document scanners, specifically Canon imageFORMULA DR-G2140 or equivalent models, for the digitization of judicial records. This procurement is crucial for enhancing the efficiency and accessibility of judicial documentation in Islamabad. The scanners must meet detailed technical specifications including high scanning speeds of up to 150 ppm simplex and 300 ipm duplex, support for large document sizes up to A3 and A2, and advanced features such as multi-feed detection, OCR support, and seamless integration with Windows 10 and above. The procurement process follows the Single Stage - One Envelope procedure through the e-PADS system, ensuring transparency and compliance with PPRA rules. Eligible bidders must be registered with the Income Tax and Sales Tax Departments, appear on the Active Taxpayers List (ATL), and have relevant experience in supplying IT equipment, particularly scanners. A valid authorization letter from the principal manufacturer or authorized distributor is mandatory. Bidders are required to submit a bid security of PKR 1,000,000 in the form of a Call Deposit Receipt (CDR) or equivalent. The bids must be submitted electronically via e-PADS along with one physical hard copy containing all required documents including NTN, sales tax registration, ATL proof, company profile, affidavit of non-blacklisting, and technical literature. The bid opening is scheduled for 01.06.2026 at 11:00 AM in the Conference Hall of B-Block District Judicial Complex G-11/4, Islamabad. The successful bidder will be responsible for supply, installation, and commissioning within seven days of the work order issuance. A performance guarantee of 10% of the contract value is also required.
