Tender Description
The Islamabad Electric Supply Company (IESCO) Civil Division invites qualified architectural firms to submit proposals for consultancy services for the design of various projects planned for the financial year 2026-27. This procurement is conducted under a National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique. The consultancy scope includes topographic survey, conceptual layout plan, preparation of GLO, layout plans, 3D building views, subsoil investigation reports, all technical drawings, submission of designs to relevant authorities (CDA/RDA/TMA) for No Objection Certificates (NOCs), preparation of BOQs per WAPDA schedule rates, and supervision services.

The consultancy contract will be awarded to a firm with at least five years of demonstrable experience in architectural design, valid registration with PCATP and PEC, active tax payer status with FBR, and sound financial standing supported by audited financial reports of the last three years. The firm must also provide a bid security in the form of Pay Order or Call Deposit. The contract duration is 1095 days with a performance guarantee of 10% of the contract value.
Proposals must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by 11:00 AM on August 27, 2026. Manual submissions will not be accepted. The technical proposals will be opened on the same day at 11:30 AM. Bidders are advised to carefully review the detailed terms, conditions, and eligibility criteria available on EPADS and ensure compliance. A pre-bid meeting and clarification session will be held on August 19, 2026, at 11:00 AM at Street 63 G-8/1, Islamabad.
A practical tip for bidders: Ensure timely registration and familiarization with the EPADS v2.0 platform to avoid disqualification due to submission errors. Also, prepare all required documents including valid registrations, financial audits, and affidavits on stamp paper as specified. Early submission is recommended to address any technical issues with the e-bidding system.
