Tender Description
The Islamabad Electric Supply Company (IESCO) through its MM Directorate on behalf of Audit (IESCO) is procuring Non-Consultancy Services for the hiring of Audit Resources from a third party for the financial year 2026-27. This procurement is planned for Islamabad and invites bids from eligible and registered firms on EPADS v2.0. The tender reference number is P62819. The procurement method is open competitive bidding using Quality and Cost Based Selection (QCBS) technique.

- Audit Resources (25 Nos.)
The scope of work includes provision of qualified audit manpower, preferably CA (Inter) with experience related to audit and finance. The service provider must ensure the deployment of trained staff for audit services as per the terms of reference. The contract duration is one year with possible extension based on mutual consent and performance. The service provider is responsible for all statutory compliance including minimum wages as notified by ICAP/Government, social security, EOBI, insurance, and medical fitness of personnel. The firm must provide insurance certificates and ensure personnel have no criminal record. The contractor must maintain attendance and salary disbursement records and submit monthly invoices with supporting documents.
Eligibility criteria include registration with ICAP, State Bank of Pakistan category A, FBR, EOBI, and compliance with labor laws. JV participation is allowed with up to two members. The bidder must have experience supplying qualified manpower in the power sector and demonstrate financial soundness with an average annual turnover preferably above PKR 30 million.
Key dates include bid submission deadline on Friday, August 7, 2026 at 10:30 AM via EPADS v2.0, with bid opening at 11:00 AM the same day. Manual bids are not accepted. Bid security must be submitted in prescribed form and original submitted before deadline. Performance guarantee of 10% of contract price is required in the form of bank guarantee.
The contract requires the service provider to pay salaries within 10 days of each month from own resources regardless of payments from IESCO. Penalties apply for absenteeism, non-compliance with minimum wages, misconduct, and failure to provide manpower. The contract may be terminated with one month notice by either party. The service provider must ensure replacement of unsatisfactory personnel within seven days.
