Hiring of a Building for PBM School (SRCL) Islamabad

The Pakistan Bait ul Mal, Regional Office, Islamabad (M/o PA & SS) invites bids for the hiring of a building for PBM School (SRCL) Islamabad under the financial year 2026-27. This procurement is conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. The building is required on a rent basis in Islamabad to provide non-consultancy services for the PBM School for Rehabilitation & Child Labour (Primary Level). Items being procured: - Building with 12-14 rooms - Covered area between 4000-5000 square feet - 5-8 or more bathrooms - Separate playground or open space/playing area within the building - Tile or marble flooring in good condition - Parking space for vehicles - Availability of electricity, water, and gas utilities - Boundary wall and access to security agency - Kitchen facility The building must be located on main roads (50 feet and 60 feet) with accessibility near bus stops, hospitals, construction sites, or educational institutes within 500-1000 meters. The building should have an independent electric meter and meet all eligibility criteria including ownership documents, approved map, and no litigation. Bidders must submit bids through EPADS v2.0 by Thursday, August 27, 2026 at 11:00 AM. Manual submissions will not be entertained. Bid security in the form of a bank guarantee or bid securing declaration is mandatory. The bid opening will be conducted on the same day at 11:30 AM on EPADS. The contract will be awarded to the lowest evaluated bidder meeting all technical and financial criteria. The successful bidder will be required to provide a performance guarantee as per the bidding documents. The building will be leased for one year with possible renewal. Payment will be made in Pakistani Rupees against actual invoices. The procuring agency reserves the right to inspect the premises and monitor service quality.
