Tender Description
The Islamabad Electric Supply Company (IESCO) is inviting bids for the hiring of cellular services to support its operational and administrative communication needs for the fiscal year 2026-27. This procurement is planned under the company's reserved funds and aims to ensure seamless connectivity for IESCO's various departments and field operations within Islamabad Capital Territory.

The technical scope involves provision of cellular services that meet the company's quality and cost-based selection criteria under the Public Procurement Rules, 2004. Bidders must be registered on the EPADS v2.0 platform and submit their bids electronically. The bid security must be provided in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft as specified in the bidding documents. The contract will cover eligible payments for cellular services required by IESCO.
Eligibility criteria include registration on EPADS v2.0, submission of technical bids on the platform, and compliance with all terms and conditions outlined in the bidding documents. Blacklisted firms by any government agency are not eligible. Bidders should also provide an affidavit confirming they are not blacklisted. The bid security must be valid for 148 days, including 28 days beyond bid validity.
The tender submission deadline is Monday, August 10, 2026, at 10:30 AM, with bid opening scheduled for the same day at 11:00 AM. Bidders are advised to ensure timely electronic submission through EPADS v2.0, as manual or conditional bids will not be accepted. The company reserves the right to accept or reject any proposal as per PPRA Rules 33(1).
