Hiring of Company for Providing Manpower to Tribal Electric Supply Company (TESCO)

The Tribal Electric Supply Company (TESCO) based in Peshawar, Khyber Pakhtunkhwa, is seeking to hire a company for providing manpower services under a non-consultancy contract for the financial year 2026-27. This procurement is conducted through the e-Pak Acquisition and Disposal System (EPADS) using a Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS) technique. The contract requires provision of skilled and unskilled technical personnel to support TESCO's operations, including live-line operations, emergency response, maintenance, installation, and customer care activities. Items being procured: - Lineman (36 numbers) - Assistant Lineman (36 numbers) The scope includes providing manpower trained in distribution system maintenance, fault location and repair, installation and removal of HT & LT poles, transformers, conductors, energy meters, and patrolling. The manpower must be physically and mentally fit, with minimum matric qualification, and capable of adhering to safety codes, SOPs, and using PPE. The company must ensure discipline, good conduct, and indemnify TESCO against any damages or misconduct by deployed personnel. Eligibility criteria require bidders to be registered with SECP, FBR, KPRA, EOBI, and KPESSI, have at least 3 years of experience in HR outsourcing preferably with government sector, and a minimum annual turnover of PKR 300 million supported by audited financial statements and tax returns. Joint ventures are allowed with up to two members, each meeting eligibility criteria. The technical bid must score at least 60 marks to qualify for financial bid opening.
