Tender Description
The College of Physicians and Surgeons Pakistan (CPSP) invites bids from reputable contractors for the hiring of a construction contractor to undertake the construction of the CPSP Regional Center in Loralai, Balochistan. This tender is specifically aimed at firms holding valid NTN Registration, Pakistan Engineering Council (PEC) Tax Certificate, and a minimum of five years' experience in similar construction works with documented proof.

The scope includes sustainable design and construction practices emphasizing environmentally responsible and context-sensitive solutions. The project requires firms to demonstrate capability in handling local materials and indigenous building techniques. Preference will be given to Balochistan-based firms or those with experience working in remote areas of Balochistan.
Mandatory requirements include submission of company profile, legal status documents, track record of similar projects completed within the last five years, client satisfaction certificates, availability of key technical staff including registered architect, structural engineer, site engineer, and quantity surveyor, proof of FBR registration and NTN number, PEC registration certificate, and a non-blacklisting affidavit.
Bids must be submitted in sealed envelopes under a One-Stage, Two Envelope bidding procedure. Earnest money of 2% of the bid value is required through Pay Order or Bank Draft in favor of College of Physicians and Surgeons Pakistan. Terms of Reference (TORs) can be purchased from CPSP Regional Centre Quetta and CPSP HQ Karachi upon written request with a non-refundable fee of Rs. 5,000.
The deadline for submission is **24th August, 2026, by 11:00 AM**, with bids opening on the same day.
