Hiring of Consultancy Services for Establishment of Pakhtunkhwa Electric Power Distribution Company

The Energy and Power Department, Government of Khyber Pakhtunkhwa invites reputable and registered consultancy services firms to submit proposals for the establishment of Pakhtunkhwa Electric Power Distribution Company. The consultancy will conduct a comprehensive feasibility study covering all strategic phases of power distribution including intra-provincial operational and structural aspects, inter-linkages across federal and provincial entities, and regulatory and licensing frameworks at both federal and provincial levels in accordance with the Terms of Reference (TORs). Items being procured: - Consultancy services for feasibility study and establishment of Pakhtunkhwa Electric Power Distribution Company Interested firms must possess relevant experience and active registrations with PEC, FBR, and KP Revenue Authority (KPRA). Detailed RFP documents can be downloaded from official websites including eprocure.gov.pk, ep.gov.pk, and kppra.gov.pk. Proposals must be submitted electronically through EPADS by 02:00 PM on 2nd September 2026. Technical bids will be opened publicly at 2:30 PM on the same day in the presence of bidders or their representatives. Financial bids of only technically qualified bidders will be opened subsequently. Financial bids must be accompanied by 2% Bid Security in the form of Call Deposit Receipt (CDR) in the name of Secretary Energy and Power. The KP Distribution Company will hold a pre-bid meeting on 24th August 2026 at 2:30 PM at the Energy and Power Department, Civil Secretariat, Peshawar. All applicable federal and provincial taxes will be deducted as per prevailing policy. Any bidder providing incorrect information shall be disqualified as per KPRA Act. The department reserves the right to reject any or all proposals as per KPRA Rules 2014. A practical tip for bidders: Ensure your e-bid submission on EPADS is complete and uploaded well before the deadline to avoid last-minute technical issues, as incomplete or late submissions will not be considered.
