Hiring of Consultancy Services for Development of a Procurement Manual and Procurement Policy for PRAL

Pakistan Revenue Automation Pvt Limited (PRAL) invites qualified bidders to submit proposals for hiring consultancy services aimed at developing a comprehensive Procurement Manual and Procurement Policy for PRAL for the financial year 2026-27. This procurement is planned under reserved funds for FY 2026-27 and is conducted pursuant to Section 17(2) of the State-Owned Enterprises (Governance and Operations) Act, 2023. The procedure follows a Single Stage-Two Envelope method with Open Competitive Bidding and adopts the Least Cost Based Selection (LCBS) technique in line with the Public Procurement Rules, 2004, and relevant regulations issued by the authority.
