Tender Description
The National Disaster Risk Management Fund (NDRMF) in Islamabad Capital Territory invites qualified consulting firms to submit Expressions of Interest (EOI) for the hiring of a consulting firm to conduct an Institutional Performance Evaluation of NDRMF covering the period 2016-2025. This consultancy aims to provide an independent assessment of NDRMF's institutional performance, operational effectiveness, governance systems, and the results achieved through a representative sample of NDRMF-financed interventions. The evaluation will identify institutional strengths, implementation challenges, lessons learned, and practical recommendations to strengthen future operations and support the implementation of the NDRMF Business Strategy 2023-2033.
Items being procured:
- Institutional Performance Evaluation covering governance, organizational systems, operational processes, fiduciary arrangements, and monitoring, evaluation and learning systems
- Portfolio Performance Evaluation of a representative sample of NDRMF-financed interventions
- Assessment of development outcomes related to disaster risk reduction, climate resilience, disaster risk financing, and institutional capacity
- Delivery of inception, interim, draft, validation workshop, and final reports within a 16-week timeframe
The scope includes document review, portfolio analysis, stakeholder consultations, field verification, and data analysis using a mixed-methods approach consistent with OECD-DAC Evaluation Criteria. The evaluation will cover NDRMF headquarters, federal and provincial stakeholders, Fund Implementing Partners, and selected project sites.
Eligibility criteria require firms to have at least 10 years of professional experience, successful completion of at least three similar evaluation assignments in the last seven years, and demonstrated expertise in institutional and portfolio performance evaluations. Firms must be registered legal entities with valid tax registrations and active ATL status. Joint ventures of up to two members are allowed.
Key dates include the submission deadline on Wednesday, August 26, 2026, at 11:00 AM via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Manual submissions will not be accepted. The opening of applications will occur the same day at 11:30 AM through EPADS v2.0.
