Tender Description
The Islamabad Capital Territory (ICT) Police is procuring the hiring of various transport vehicles and equipment for the fiscal year 2026-27. This procurement is based in Sector H-11, Islamabad Capital Territory, and invites eligible bidders to submit sealed bids through the EPADS v2.0 platform by the deadline of **July 23, 2026, 11:00 AM**. The procurement includes a comprehensive list of vehicles and services to support police operations and logistics.

The technical scope includes 24-hour duty vehicles with two operators or drivers, inclusive of all taxes, repairs, and fuel charges. Containers have specified dimensions and construction standards, including MS sheet thickness and lock mechanisms. Transportation and shifting charges cover relocation within ICT after initial deployment. The contract requires fixed pricing and adherence to detailed technical specifications.
Eligibility criteria demand valid company registration, NTN and GST certificates, Active Taxpayer List (ATL) status, vehicle registration and permits, fitness and insurance certificates, valid driving licenses, and a minimum of three years relevant experience in transport/logistics. Bidders must demonstrate fleet strength, financial capacity, and provide satisfactory performance certificates. JV/Consortium participation is not allowed.
Bids must be submitted online via EPADS v2.0, with original bid security physically delivered to Sector H-11, Islamabad before the deadline. The bid opening will occur on the same day at 11:30 AM on EPADS v2.0. The evaluation method is Least Cost Based Selection (LCBS) with a technical passing score of 70 out of 100.
