Hiring of Contractor for the Provision of Janitorial Services at NEPRA Tower

The National Electric Power Regulatory Authority (NEPRA) Islamabad invites bids for the hiring of a contractor for the provision of janitorial services at the NEPRA Tower located in Islamabad. This procurement is for non-consultancy services under a single stage two envelope procedure with Quality and Cost Based Selection (QCBS) technique. The contract is planned for the financial year 2026-27 and the services include comprehensive janitorial tasks for a high-rise building comprising ground plus seven floors and two basements. Items being procured: - Provision of janitorial services for 28 personnel including a minimum of 3 female workers - Daily cleaning of basements, external areas, entry/exit points, security posts, rooftop, terraces, staircases, lifts, glass surfaces, furniture, kitchenettes, washrooms, and other areas - Removal and proper disposal of garbage - Provision and maintenance of color-coded waste bins for sorted waste disposal - Continuous daily cleaning and mopping of lobbies, main entrance, staircases, cafeterias, washrooms, service areas, lift lobbies, gym, and badminton courts - Weekly cleaning including disinfectant spraying, anti-clogging of toilets, cobweb removal, drain cleaning, basement wet cleaning, and false ceiling cleaning - Washroom services including sanitization, mopping, dusting, and disinfecting - Provision and maintenance of quality cleaning equipment such as fumigation cylinders, floor washing/buffing machines - Quarterly thorough fumigation of the entire building The contractor must provide a minimum of two industrial-grade floor cleaning machines with all accessories and ensure their maintenance at no extra cost. The working hours are 6 days a week, 8 hours per day. The contract period is initially one year, extendable for two additional years based on satisfactory performance. The contractor is responsible for timely salary disbursement, provision of uniforms, compliance with NEPRA code of conduct, and statutory obligations including EOBI and social security. A performance security of Rs. 200,000 is required. Bids must be submitted online via EPADS v2.0 by August 27, 2026, 2:00 PM, with bid security submitted in hard copy to NEPRA HQ Islamabad. Technical bids will be evaluated first, and only qualified bidders will have their financial bids opened. The evaluation criteria include experience, personnel and equipment capabilities, and financial strength.
