Hiring of Custom Clearance Agent for NADRA

The National Database and Registration Authority (NADRA) Islamabad is procuring services for hiring a Custom Clearance Agent. This procurement is specifically for the provision of comprehensive customs clearance and related logistics services for NADRA's imported consignments. The scope includes handling import/export customs clearance, filing and submission of Goods Declaration and customs documentation, coordination with Pakistan Customs, terminal operators, shipping lines, clearance from ports, airports, and dry ports, delivery coordination, and handling demurrage and detention issues. Eligible bidders must be licensed Customs Clearance Agents or firms with valid NTN and GST registration, active on the FBR ATL list, and possess a valid license issued by the Customs Department authorized to operate at any seaport, dry port, or airport in Pakistan. Experience in handling government or semi-government clients is essential, with a technical evaluation based on years of experience, client base, infrastructure, and operational capacity. The contract duration is three years with possible extension by mutual consent. Bidders must submit their technical and financial proposals electronically via EPADS by 9th July 2026 at 11:00 am. A bid security of Rs. 200,000 is mandatory and must be submitted in original by the deadline. The pre-bid meeting is scheduled for 30th June 2026 at 11:00 am at NADRA Headquarters, Sector G-5/2, Islamabad. The bid opening will be conducted publicly on the same day at 11:30 am at the Procurement Department, NADRA HQ. A practical tip for bidders is to ensure timely submission of the original bid security to avoid disqualification, as electronic bids without the original bid security will not be accepted.
